There is only 1 1968 D ddr listed. This does not look like it. The 2nd S of STATES may have just taken a hit that makes it look like doubling.

Shing, That is not (1-R-V) it does look like a minor though, I notice a split serif on the upper loop of the "S" This pic is (1-R-V) from my set... I'll Post a pic to another thread...

I can't tell. I know it's not the major 68DDR. But it does look doubled.
