Hard to tell from your scan. But looking at the 9, I don't see any split in the curved point. My guess would be not a DDO.

I don't think so, but the pics are a little small to be certain. Looks like all the devices have been flattened out from circulation. Check the pictures on Coppercoins.com and try and find a split serif that matches in IGWT or the date on your coin. Even on a VG 1917 DDO there still splits in the serifs visible.

Remember, doubling does not a doubled die make!
It could in fact have any number of different types of doubling but it is not a doubled die.

It is a good point and probably should be considered a maxim. Doubling as a term is overused, as a concept it is misunderstood.
