Is this part of the normal design or does it look like a extra eyelid?

To me, it looks like the coin took a hit in that area. I can not be for sure without an in-hand examination.

Looks to me like a die gouge with a little PMD on top of it. Never know, those 2002's can hold some secrets. Always on the lookout for the doubled ear, still have yet to find it.

Yes youre right about pmd... it looks like a gash from something sharp. Uncanny resemblance to a eyelid
