Looks like there are "troughs" to the east of the "FG" (and building to a lesser extent) so I'd guess it to be a strike effect and not a doubled die.

I am kind of thinking the same way, that it is not a DDR, but something to do with the age of the die or the strike. Generally, with that much separation, you would see some indications of doubling on other design elements.

Looks to be strike.. I see it a lot on 80's zinc copper coated..
