The 3 in the date sure does look interesting but I REALLY CAN'T TELL!

The 3 almost looks like a separation line, but not extra thickness - could be an illusion created by light or some sort of mild MD. In contrast, RUST of TRUST may show some extra thickness. I'm not really sure from the photos provided, someone may have to examine this in hand...
