Droped Letter Removed ????

This 1944S didn't look right by the MM. With close magnification I can what seems to be light sanding marks.But with a closer look and with the right angle and light I seen this in the picture. What are your thoughts?

I believe a dropped letter is a one time occurrence; a filled part of the die (a letter) falls out and leaves an impression on that particular coin during that same strike. A dropped letter is not on the die so that precludes the scenario you have outlined.
