1943 Rpm?

I was going through a container full of '43's and came across this one. I don't have any markers to go by because the coin isn't in mint condition:

I don't know...if that oddity in the middle was raised a bit it "might" look like Coppercoin's 1MM-006, otherwise I can't tell if it's an rpm.
