1969 S Machine Doubling?

While I understand the 1969 S Lincoln is noted for Double Dies, is this particular coin an example of Machine Doubling?

This one does appear to me machine doubling. A give-away for this is that the mintmark also exhibits the same doubling. Since the mintmark was hand punched after the die was made, the doubling should not affect both the date and mintmark.
