The three looks like MD but the doubling i rotated. Is that possible? The rest I don't know.

It's most likely to be die deterioration.

A bit of a pushed aside plating problem, especially evident around the number 3.
This is an unhappy common problem on zinc core Lincolns from 82 through today.
