That's a tough one. With the coin already having strong plating bubbles, it is more likely a well positioned and shaped bubble too. Maybe Bob will have a more definitive answer...

I would say without a doubt that this is a plating issue Steven. I would attempt to press into it with a green thorn or something similar. I am pretty sure it is plating crack/bubble.
