Is there a name for these lines and how do they happen? The coin is a 1936P.

Frank,
I am pretty sure those are what we call concentric die scratches. Since they are not consistent as far as width and strength go, they are not lathe lines. Simple die polishing (abrading) done at the mint.

i have a 1939-p with lines just like that and they extend out to the edge of the rim.i was told it was a good luck coin,from a piece of jewlrey(bezal) or some thing.it would be nice if i knew mine came from the 1939 worlds fair

I agree with that they are some sort of scratches.
