Die deterioration and post mint damage. Looks to be VLDS.
I agree with Steven. 1982 seems to be a year that the mint would use dies until they were really bad.

'82 was also the arrival of the dreaded Zinc cent. Took years before they got it right..

60-73 seems to be the sharpest I see. I think the 73 maybe the most well maintained dies. What do you think?

I really prefer anything after 1968- the design change was a much-needed one!
