I would not characterize this as a retained cud as there is no vertical displacement or horizontal offset. In other words, there is no evidence to indicate that this portion of the die was detached. You could call it a pre-cud die crack or an arcing rim-to-rim die crack.

Remarkably few cuds have been found that are known to have been preceded by a pre-cud die crack. Either pre-cud die cracks have a short life or most cuds break off without any warning.

I must have got lucky. I have a 2000 cent with a rim-to-rim die crack (pre-cud), interestingly in the same area as on this 1983 cent, and the other 2000 cent has the full cud. I checked die markers on both coins just to make sure they were a match and both exhibited the same markers.
