The 60-P SD were also hoarded but there were way less of them made in the first place.
I'm not sure if the SD ones even shipped in solid rolls (does anyone know?) I have never seen an OBW 60-P SD solid roll for sale or known anyone that had one (there are tubed rolls that were probably put together). 60-D SD is opposite, there are tons of solid 60-D SD OBW rolls out there for sale for cheap.
Another thing is, in the 60s the 60-P SD sold for way higher prices than today, they were hyped the dealers with hoards doled them out for big bucks. I've heard up to $100 (listed in coin magazines at the time) so they were hyping it to be something like a 55 DDO (similar price at the time). The reason it dropped later is there were a lot hoarded and the market saturated and they sold for around $2 for a long time, still they may list for more but you can buy singles at shows or dealers for $2-6 in unc, for the same $2-6 you can still buy OBW rolls of the 60-D SDs.
Also, the 60-P were in some mint sets and there were proof dies so they were in some proof sets.

40:1 ratio for 60-P LD to SD. (way less SD)
6:5 ratio for 60-D LD to SD. (pretty similar)
Maybe the 60-D SD is a bit tougher than the ratio when searching circs today because so many unc rolls were hoarded.
