    That appears to be a coating (most likely paint) that was put on the coin after it left the mint. Parts have fallen off and that is the cleaner sections you see. Acetone would probably remove the rest of it.

      If it is as you describe, it may be the last remnants of a capped die strike. That's just an opinion from your description and the image shown. I think an in hand with Mike Diamond would be needed for a "for sure". I have doubts about the suggestion because of the apparent texture of the coating/anomaly.

        I am with Bob on this one... Looks like the copper spray paint that gives the textured look when it dries... On the jacket there are a couple of areas that appear to be peeling back!!!

              Try soaking it in acetone and we will have a better idea of what it is.....my money is on mustbebob....probably paint

                  Why would it be collectible? It's damage that happened after it left the mint.

                    It's metallic paint and some has peeled off as noted. It will probably be overweight. I think the suggestion of soaking it in acetone (or maybe mineral spirits) might help to break it off.

                      That type of cent is not collectible or of more value as far as I know!!!
