Hi, I would like to know if this is an RPM or is it just dirt or PMD? Thanks in advance.

Looks like machine doubling to the north and pmd to the west. The two do not show the same directional movement and the doubling is shelf like without notches in the edge of the S.

Agreed, some mild isolated machine doubling north of the mintmark (and maybe the first 9 too). And then the lower serif took a hit and it was squashed.
