Looks as if it is from a worn die... I have seen some where very little of the letters are left... When ridge rings develop it gets a lot worse... Here is a link to the Glossary definition http://www.lincolncentforum.com/terminology-list-q-r/ hope this helps!!!

are you talking about the letter or the marks above the letters?
if it is the marks above the letters...
What I see is some very well placed post strike damage.
It is ironic that the marks correspond to the vertical bars of the I and the N
IF this happened during the strike it would have to be
3 parts of metal raised on the die that were in a line with the elements of the design
on a coin anything that is higher than the field is sunk down into the die,
and anything lower than the field of the coin is raised higher than the flat spot of the die.

so the cuts would have to be raised parts on the die... this is not a possibility
if it is a strike through. maybe
I do not know what year the coin is but I would say the obverse die is the hammer die
which would mean the 3 items would have to be laying on the planchette when the obverse die travels down
it would leave cuts... but the possibility of 3 things lined up on the planchette in a location that would line up with a design element on a die above it
and struck through does not seem likely at all.
with the condition of the surface around the area in question ( the look is of the rim is gone) it look like this is a well circulated coin so...
PSD (Post Strike Damage).. Looks like a pair of pliers squeezed the coin......
flattening the rim and causing the cuts.

I've seen this many times on dies that are severely deteriorated. Most have been from the early 80s. Other than deterioration, I don't know the exact process that causes this, but I suspect it has something to do with metal flow. Akin to what we see with radial flow lines.

yes over the I AND N the marks I don't think is a pliers because the ring steel round but the marks are clouse to the letters if you see the picture the edge still ronding

the ring steel round the mark are close to the letter I don't think is a pliers

I have never seen this or do not remember seeing this.....
Need to learn something each day... this will be mine today...
research to do now.....
