I just saw a 1984 like this listed as a rim to rim die crack.
Is that what it is?

Looks more like a pair of side cutters were applied to this penny.There is a indent on lower rim that does not go all the way through and a actual cut at the top.

I have never seen a die crack so straight. Its pretty cool looking though...

It is kinda odd that only the left side is jagged/chipped, and the crack has the illusion of being... offish.

Does the reverse have any markings? I would think that a type of cutters would leave markings on both sides of the coin. Someone could have sliced the obverse with a tool of some kind. Very curious.

This could be a bi-level die crack (hence the apparent issue with the height on either side of the crack, or it could simply be a plating issue. I do not believe the coin was messed with in any way. If the obverse die is cracked, there wouldn't necessarily be any evidence of that on the reverse. If it were post mint, there may be some damage to the reverse.

Something about the depression on the rims and sides of the coin which make me think PMD of some sort...

Agreed 100%. Whatever it was ,it had a sharp edge on one end and just pressed on the reverse.

Wouldn't you have a ridge with a die crack and not an indent.
