Looks more like a pair of side cutters were applied to this penny. There is a indent on lower rim that does not go all the way through and a actual cut at the top.
Does the reverse have any markings? I would think that a type of cutters would leave markings on both sides of the coin. Someone could have sliced the obverse with a tool of some kind. Very curious.

This could be a bi-level die crack (hence the apparent issue with the height on either side of the crack, or it could simply be a plating issue. I do not believe the coin was messed with in any way. If the obverse die is cracked, there wouldn't necessarily be any evidence of that on the reverse. If it were post mint, there may be some damage to the reverse.
