Kind of damaged or is it a mint error

This coin has all kinds of things going/not going for it.
Is all of this post mint damage or is it possible this could be a mint error?
You make the call... because I cannot figure it out...

    Hi Jean-

Your coin is an "un-lucky" find- came out of a "Lucky Penny" type aluminum encasement. What you are seeing is damage from the machinery which pressed it into the encasement. Every time I see one when searching, it makes my heart skip a beat, and then reality hits.

Yep, ex-encased; a former bezel victim. A partial collar, which these types of coins are misidentified as often, have different diagnostics.
