One coin/ Two questions ( 1960 D ) NOT a RPM ?

Question 1. I am like many making a complete book of lincoln cents and this coin is nice enough to add in my opinion. I like to find the best ones I can from circulation. I believe this to be a Small date 1960 D. Do you all Agree?
Question 2. What is this I see on the date?? ( 96 ) Is this just MDD? The rest of the obverse looks normal.

Yes, that's a small date (SD); nice find! What I believe you are pointing to is some type of master die doubling/engraving doubling on all SDs...
