1980 proof with no steps

i have never seen a struck through grease proof. is that what caused this? it is out of a proof set i took an SBA out of, so i know its not wear. abes bust looks mushy as well. thanks.

I don't think it is a struck through. I would guess the striking pressure may have been a bit light.

The steps normally aren't much better than that anyway.

Looks normal for the frosted proof finish, frosting hurts the details.

Compare it to other proof examples from the same year- you'll find that this is standard die detail.
