    Looks like the 1992P "DDO" that was debunked as a gouge. Yours is from the 80's, but I'm thinking yours is a well-placed gouge as well.

      I'm pretty positive that the thing you see is a die gouge or other issue. I can't tell what the date of the coin is but if it is newer it may be a plating issue. Hope this helps.
