I agree. It looks environmental to me. There is something called intrinsic metal inclusion that would show another metal, but in all examples I've seen it's a completely different look. Your coin looks like a couple of drops of something was spilled on it.

I tried scraping off the silver only to expose more silver underneath the copper ... what do you think is going on ?

Well, those close-ups are probably what you should have posted to begin with (and we should have asked). If you doubted our answer, it is best to take closer pics rather than scrape or rub. Always use acetone to remove what may be a stain. Now I'm thinking it may just well be intristic metal inclusion.

That's weird. Is the area in question lower?
It did look like spots from a chemical. I'm not sure...

I did try acetone it had no affect & I was told it was PMD by 2 people before I tried scratching it.
I guess I take these answers to serious?

Not really, but remember, we are looking at pictures and giving our best answers....sometimes we cannot see everything or another member may notice something. It never hurts to wait until there is a good consensus, or again, if you doubt what you hear, put it in a 2x2 and save it for an in hand inspect. Bob does variety attributions and I know Jason and BJ are good at errors, as well as Mike Diamond. It never hurts to doubt unless you get a positive answer from our resident experts...and there is always a small chance even they can be wrong. Even experts do not always agree....they are, after all, human beans

You both did sound very convincing,.....and I might add I have been scolded for doubting answers before.
It all good, I can move on to the next coin. Vickilynn

If I were you, I might have said "I'm going to try scraping it"...that might have gotten our attention. But on the other hand, if we thought you had something of great value, we would have probably been more cautious. We still don't know for sure what it is...but you can always keep it as an example...I don't think I would toss it.

PM Mike Diamond and see if you he has an opinion.

We once saw a coin with what I think were layers of copper like paint over a white metal paint. I am not suggesting that's what we have here, just throwing it out.

This occurred in the last 4 years - not sure when or how to find it. Let me contemplate.
