3 parallel lines, could they be a ?

These 3 parallel lines on the OBV of a 1969-S cent disappear when touching a design element. If they where PSD you would think that the design elements would also be scratched. They are not die cracks. Could they be a clash or a die dent?

Some sort of die gouging deep scratching. The dies are opposite, the fields are higher and the design is lower. Scratch the die and it will often miss the design elements and appear "beneath" them on a struck coin.
