Proof Set's?

I recently moved to the bay area and of course the first thing I did was get coins from the bank. However, I ran across a coin shop and quickly became friends with the owner of the store. He has allot of proof sets from several dates ranging from 1965 to 2003 and has several for each date. Since I have never purchased any proof sets before which years do you think have the most varieties among the batch, if I decided to buy a set or two? Also, after talking to him he said 1965,1966, and 1967 are years that proof sets were never made. He refers to them as "special mint sets." If he has them what does he mean by "special proof sets" were not made during those years? His prices are range from $10 or less, such as 4.25 for a 1971 proof set.

My favorite is to look for the 1970-S small date proof. He is correct about them not making proof set in those years, they only made the SMS which looked like a high quality business strike and had no mint mark...they began making the S mint proofs in 1968.

If he will let you look through the sets with your glass....
Look up these varieties on the cents and if you see them buy those sets.

1960 lg/sm date proof, 1960 sd proof.

1970-S ld/sd proof, 1970-S sd proof, there are 3 or more nice doubled die 70-S proofs.

1971-S proof there are 3 or more nice doubled die 71-S proofs.

1990 no S proof, I think maybe 1983 no S proof.

There are more but those are a good start.
