I recently moved to the bay area and of course the first thing I did was get coins from the bank. However, I ran across a coin shop and quickly became friends with the owner of the store. He has allot of proof sets from several dates ranging from 1965 to 2003 and has several for each date. Since I have never purchased any proof sets before which years do you think have the most varieties among the batch, if I decided to buy a set or two? Also, after talking to him he said 1965,1966, and 1967 are years that proof sets were never made. He refers to them as "special mint sets." If he has them what does he mean by "special proof sets" were not made during those years? His prices are range from $10 or less, such as 4.25 for a 1971 proof set.
