Think it's a plating blister that's quite common to '43's; you'll often see them mistakenly marketed as RPM's.Comment

On 1943s, if the anomaly is going toward the rims, or southeast, it is almost always something related to die wear, replating or other assorted plating issues. 004 and apparently 013 are the only SE RPMs I can think of, and they are not naked eye obvious and puffy.
