The 1959 appears to be damage. Whether it was once encased(or attempted to be encased) or put in a vise we may never know. The L appears to me to show signs of mushrooming and damage(much like the top of the letters of IN.

When they are placed in a vise with other coins the design transfers. On a couple of coins put between a 2X2 and smacked with a hammer, you see the damage on just one area of the coin.
