This is die deterioration and it's very common with wheat Cents on EPU.

Agreed, die wear (or die deterioration doubling). It presents itself as a low level, often uneven and sometimes bloated doubling toward the rims. The so called poor-man's double-die has the same doubling on the obverse usually seen in the motto and outer date.
