    Doesn't really look like a die anomaly, maybe a plating issue?

      Have you tried a toothpick on it? There is a clear grease that I've seen on come cents. It comes right off.

        I'm thinking something along the lines of what Coop said. Looks like some sort of substance on the coin.

          That's true, it does look like gunk or maybe a clear hard adhesive.
