I'm seeing post mint/environmental damage.

I agree with TJ. With the copper color showing through I would think environmental damage, maybe even a previous post mint silver colored plating that has worn through.

Agreed, damaged or formerly plated - could also have had mercury rubbed on the obverse years ago too...
