Is this a normal wear pattern?

Haven't seen many uncirculated coins with this type of finish on them and just curious if it is normal wear for an uncirculated or something else?

Around the edges of raised areas it has the 'look' of being frosted but the darker flat surfaces are a bit glossier and smoother.

The pics only show the obverse but the reverse has the same effect.

I can take better pics later, if needed.

    Thanks for any assistance.

I think it was polished. Maybe baking soda or something like that.
It is not natural/original, it's been beat up then polished somehow.

I with Ed, somebody destroyed that coin.

Yeah... maybe somebody was doing an experiment on how to get gunk from around devices and took things too far! Sometimes it seems like the date and IGWT collects the most gunk!

          Thanks for the responses.

It came in a bag similar to the one in the pic so I'm sure it got tossed around quite a bit -- Unfortunately, I don't think they take it easy on these bags.

In the past had never really paid attention to the die scratches around all the raised surfaces.

edit: just noticed, maybe the early stage of a BIE?

What does the rev look like??? I'm in with it being polished... A lot of the high points in the hair look flattened a little... The areas less accessible to polishing technique used didn't clean up as well... To bad cause that could have been a really nice looking RB??? In the past I experimented on some really poor coins and yours looks like the ones I tried some silver polish on!!!
