This doesn't look like Machine Doubling to me.....
Tried to get a good pic. But this looks like a Class 1 doubled die on the designer's initials.....this doesn't look like machine/strike doubling to me...
You should always post the date so if people can compare to listings.
It would help to show the full reverse to see if there are other issues like plating issues someplace else.
My first thought is it might be a plating issue but need to see the rest of the coin, it looks like it starts level with the base of the F and goes above the top, if it's bigger/taller than the regular F that pretty much rules out a doubled die but need the date and a full pic so people can tell.
Hard to tell from the pic... I was able to zoom in at 300%... Looks like MD and maybe some reworked die damage??? It looks like the FG if joined at the lower horizontal bar of the F and at the Gs NW edge??? A better pic and year of the coin would help!!!
