I would say it's a grease filled die "struck through" but the ring on the reverse is odd. Can you get some clearer pics?

Yes, it can occur on both sides of the coin, at the same time.

I can't tell for sure from the pics, too grainy. Best guess is still grease filled die. It looks like there is some sort of environmental damage too.

That's a grease filled die. Haven't seen many shield cents that extreme yet. eBay has a one, maybe related. Nice find
