Are these carbon spots?

The close-up pics show these spots as 3-dimensional [rising away from the surface of the coin]. The only carbon spots I have come across have had a center-area and seem to grow out and away from that area but stay relatively flat. This seems different like a cancerous mole on the skin.

Possibly some spots are just stains from (say) fingerprints while the thick mounds are carbon spots? Or something else?

Kinda looks like a splashed liquid of some sort...Maybe even from a sneeze.

Yes. I see that alot on coins that were exposed at one point in time to moisture. The green will go away if you use Verdigone, the spot will not. It will be on the coin forever..
