Since the 1/4 penny isn't clad, it cannot be missing a clad layer. Composition is solid bronze.

Thanks Mike for the Clarification. I had no idea of the composition of the metal.
What would be your suggestion as to what is the line across the the Throat. Is this some type die anomaly. I will post a better image of the Obverse.
