Have you tried Q. David Bowers "Guide Book of Lincoln Cents"? I have one somewhere? Seems like I remember he lists strike qualities for all dates and mints. Here's an Amazon link:

Generally, strikes are poor due to low pressure, non-parallel dies and late die states. These things happened to most issues but there are few standouts.
The 1920's branch mint coins are notorious for poor strikes, especially 1924S and 1925S. Some of the pre-20's branch mints also had occasional issues with striking cents.
