    Not steel. Just a copper cent that was encased for jewelry.

      It's a regular copper 1946.

      What makes you think it's steel?
      If it's magnetic it's the bezel not the coin. (it is in a bezel)
      It also could be plated and that can change the color and or make it magnetic.

        It is a deep bezel. It covers half in God we trust.

          Those are pretty common.
          I find them in bags of wheat cents, often the whole thing including the cent is gold plated. Sometimes they still have the loop for putting it on a chain or string, you can probably see where the loop came off the bezel, maybe above Abes head.

          They were probably a birth year gift.

              Cool... That is the first encased cent I have seen with the bezel still in place... At least that I remember

                Cool... That is the first encased cent I have seen with the bezel still in place.
                Jim, If you found this with the bezel removed it probably wouldn't be smashed like the ones removed from those "lucky" coin holders.
                These are like a slotted tube, they put the coin in it and solder the join, mount the loop where they solder the joint. If removed the coins probably aren't smashed but they're likely ruined because most are plated or someone uses pliers to brutally remove it.
                If you found some gold plated cents, they might be from these.
