Hi Ernest! Sorry, but to me it looks like it was re-plated after it left the Mint. That would not be of any additional value, other than one cent. We'll see what the others say.
We need some one familiar with mint sets and proof coins... To me it looks like a proof but I do not really know... Do the devices appear to be frosted???

What is the diameter and weight?
Look close at the rim, it might have been in a bezel of some sort.
Thank you Ed, it does have marks on the rim that look like it was placed in a bezel or some sort of jewelry. That would also explain why it appears to be re-plated.
