I have seen quite a few pictures with inset colored arrows for diagramming purposes. I was wondering what kind of program can I find those features on.
I use Microsoft Paint version 6.1, which includes a feature that allows you to insert arrows and not have to work to draw them. Older versions do not have this feature. Works fine for me.

I use Adobe photo shop 7. However, there is another way and one that I find useful.
You can use Microsoft word. Here is what you do; first, bring up a blank page and insert the picture. You then can insert other shapes, words or art as well into that page. Once you have the layout that you want, convert the word back into picture. I use UDC program that I obtained for print-driver.com. While it puts a water mark on the page, just crop it out and you are back to a jpeg picture.

Most (if not all) of this can be done in Photoshop by using layers for each element. For example, if the arrows are drawn in a one spot, the layer can be moved, resized, rotated or duplicated to get another arrow without the editing impacting the other layers - then it all can be saved as a jpeg.
