I am 100% sure you are correct. This is a blatant example of misrepresentation. The pictures are terrible, the coin is damaged beyond being able to make a sound decision.
He has no history of selling on eBay either...just buying. This could be a case of just plain numismatic ignorance, but I don't think so.
