I would say a die chip and as you can see the 9 has a small chip. Very normal indeed. Some call them fill dies and others die chips. I think they are the same thing but not 100% sure on that.
Filled dies and die chips are NOT the same. A filled die is where the incuse design gets filled or clogged with grease or something, where as a chip is where part of the die chips out. Filled dies result in parts of design disappearing on the struck coin, whereas die chips cause raised metal globs (for lack of a better term) on the struck coin.
This is a die chip.
