Thats what it looks like to me too, I know the pics are small and lousy, but there is a tiny crack in the planchet that has me wondering if its actually a cut or not.
Before cropping your pics resize the pixel amount to a 1680 x 1050 then resize the pic to the same size... You will have more pixels to work with... At least that's the way I do it!!!
To me it looks as if it is a planchet error and a cut... As if someone marked it as bad planchet but put it in the wrong bin at the mint!!!

You know Abe, I'm pretty sure that you've got an incomplete planchet, I've had similar coins. Better pictures would help to determine for sure, but that's where I'm leaning.
