Error Lamination | Laminated Steelie or Not?

This was a cruddy steelie that I soaked in naval jelly so I could see what was under the crud.
To my surprize this is what I found, but I'm not sure if its a lamination or something under the zinc plating or something else.
I'm no photographer so this is what I have.

Now that's interesting. I am just guessing here, but it may be possible that the metal may have been eaten away by either environmental factors, or maybe even the naval jelly. Whatever it is, it sure is cool...

I have no idea, I would think something environmental is far more likely than a Mint error...interesting nonetheless...
