It would be interesting to see the rim on the other side of the coin directly opposite this issue. If the other side of the rim is completely normal, we could possibly have a striking issue here that someone more versed in errors than I should comment on. I just have a hunch that this might not be post mint damage.

Here is the reverse side of the damage in question. It really looks like it should not affect what happened to the obverse rim...but who am I to say. As always thanks for your expert(s) analysis.
