The orange rind bumps leave me to the conclussion that this is not a plating issue. To me it appears as PMD.

Orange peel look of the coins surface? There are a great number of them in the post 82 coins, some look like wrinkles. Problem is, they tend to self-destruct once the surface of the copper shell is compromised, and the white zinc gets out, and then the green verdigris can take over. I wonder if the two sides have been worn off with use.

I have seen this before and presumed it have been altered, maybe heat or chemically. I doubt it was purposeful. And it is the bumps Coop points out that concern me too.
