Error Struck Through | Struck through Foreign Object?

Hi everyone,
I found this 1982 P Lincoln Cent in a box I am searching. It appears to have a struck through on the reverse. Would you say that this is a struck through foreign object? Thanks for the help!

Likely a small piece of copper scrap. Afterall, the mint is in essence, a large scale machine shop.
