Error Lamination | 1917-S Lamination? Struck Through?

Well my recovery time has given me ample opportunity to organize my coins better than they have ever been organized. While going trough one of the numerous containers of coins I set aside, I came acrosse this one. I feel it is a lamination error, but I wanted other opinions.

Is it just the photo or does it look raised?

That's an optical illusion/trick of the eyes. I can see it both raised and incuse...looks like a possible detached lamination?

The area in question is incuse. The location is what has me stumped.

I understand, if it was a lamination I don't see why it would end right at the rim and not continue on the rim.
I think that makes a struck through most likely.

Now you see my dilemma. Odd? Isn't it?

Interesting, so close to the rim like that.

Indeed, maybe Mike D. will see this and shed some light.

My guess would still be a lam like simon said. Mostly by the way the devises, 'I' and 'N', were affected, (or not affected by a struck through, in this case.)

That is what I originally was leaning towards, and still am.
