It's hard to tell...are there still raised rims present on the coin?
If yes, then I would think it is a type II unstruck planchet.
If no, I would say post-mint damage.
Finally got a chance to get this coin weighed.Took it to a coin shop to find out their scales were set up to weigh Troy ounces?
We weighed a copper and zinc cent and this coin was the same as the copper cent.Guess it's copper.
Still the surface of this coin looks smooth with scratching you'd expect from wear?
On the bright side our other coin the capped die error looks to be zinc.

The purpose of weighing it was to see if it is slightly LIGHTER than a normal cent, because that would account for the metal that was ground off of the coin. If it is damaged, then we already knew it was a copper cent since no zinc was showing. If it is a full weight zinc or copper, then that's evidence in your favor. I can't really see in your pics if the rims are there, but it doesn't look like full rims, which is why folks are suggesting damage.

There was a difference in weight like .03 between this one and a copper cent.
The lady in the shop is always rude with us and tried to hurry everything up.There wasn't much difference, only slightly lighter.
