Error Other | 1990 reverse not sure what happened ?

In between the first two columns and on the top of the memorial on the left side. Would this be considered an error ?

Looks like the die started chipping away. Never seen that one before. Cool coin

I do think I see some chipping and maybe cracking. If so, it's a minor error not worth much of a premium. I cannot rule out some sort of plating issue from the photos.
